Michigan–Detroit in particular–has so much insurance fraud combined with absolutely absurd mandated minimum limits that their premium will not reduce until they limit their PIP coverage. When you put an insurer on the hook for unlimited medical bills as well as high incidence of consumer fraud, it is hardly surprising when you get these rates. Realistically, until they reduce their coverage to fall in line with other states, consumers will continue to pay astronomical prices. I have written insurance in almost every state, and no other state even comes close to putting insurers on the hook for that level of liability (New York is a distant second in my opinion).
