How about shooting a few of these sons of bitches on sight instead of making everyone else accountable for their mis-deed? That would put a stop to this crap.
I agree with shooting these criminals on-site when caught in the act but maybe they should make this crime a felony with a maximum minimum sentence of 10 years. It might make one think before stealing but then again not many meth heads think or use their head.
