All that time spent on creating this legislation and something as obvious as start dates are wrong. How many other items are either unaccounted for or have loopholes? It’s difficult to fix something that is inherently broken. Sort of like adding another floor to a house of cards – it doesn’t make the card house stronger.
Good legislation requires rational, intelligent adults. But this was written by Florida politicians.
