Don’t the flood plain management requirements for participating communities already put certain restrictions on whether new buildings can be placed in SFHAs, and what the characteristics of those buildings would have to be? The issue should not so much be one of whether flood policies can be issued, but instead, whether the flood plain management requirements are stiff enough, and being enforced.
