AZ has a statute that address distracted driving, which includes texting while driving. There is not a need for a separate statute to make everyone feel good- just enforce the one that is in place.
I know how to enforce it. You get pulled over, you lose your phone. The phones then have all the data removed and are sold. If the cops pull you over for alcohol, they take away your beer, why not your phone. All those losers with no life but their phone might re-think it.
