—Lewis Largent, who lives directly across the street from a five-story building in Lower Manhattan that collapsed earlier this month. Inspectors from the Buildings Department were at the scene, about seven blocks north of the World Trade Center site. The collapse sheared off the front half of the building, exposed interior floors and covered nearby vehicles in rubble.
