David Leon Staples of Vacaville was arrested on two felony counts of insurance fraud. According to CDI fraud investigators, the 21-year-old man submitted a claim to Sterling Casualty Insurance Company after his 1995 Ford Thunderbird was in an accident. He claimed that he rear-ended another car while travelling on I-5 through downtown Sacramento.
