Dr. Hubert Cameron Gibson III has been convicted of nine counts of mail fraud and one count of income tax evasion. Gibson, the owner of New Beginnings Rehabilitation and Turning Point centers in Fort Worth, was indicted Oct. 10, 1999 on ten counts of mail fraud to workers’ comp insurance companies and one count of income tax evasion. Investigators estimate he fraudulently billed insurance companies for more than $400,000 per month, including a total of $36,626 of medical procedures billed to the Texas Workers’ Comp Insurance Fund that were not performed. The maximum penalty for each count of mail fraud is five years in prison.
