Connecticut Insurance Commissioner Susan F. Cogswell will hold a public hearing on Oct. 21 to consider two workers’ compensation filings submitted by the National Council on Compensation Insurance (NCCI) on behalf of the state’s workers’ comp insurers. NCCI has proposed an average decrease of -0.3 percent for pure premium loss costs in the voluntary market and an average increase of +4.2 percent in assigned risk rates. NCCI has asked for a Jan. 1, 2005 effective date.
