Alain A. Bellet, owner and president of Capstone Underwriters LLC, in Dallas, Texas, has been awarded the Medal of Chevalier of the Legion of Honor, the highest decoration given by the government of France.

The order of the Legion of Honor was created by Napoleon Bonaparte in 1802 to provide a recognition of merit for civilians and soldiers.

Bellet came to Dallas in April 1974 to create Scor Re, a subsidiary of France’s largest reinsurance company, Societe Commercial de Reassurance (SCOR).

He formed the French American Chamber of Commerce of Dallas/Ft. Worth (FACC) in 1979, and still serves as its honorary president. Annually, the FACC presents the Alain Bellet Award to their Person of the Year.

Frank Martino and Rhonda Flake have joined based in Hunt Valley, Md.-based insurance wholesaler All Risks Ltd. in the firm’s South Central operations.

Martino is a broker in Austin, Texas. He specializes in oil and gas, as well as other casualty classes. Martino has previously worked in marketing at Insurance Innovators of New England.

Most recently, Martino held general lines underwriting positions with a focus on commercial packages and contractor accounts at AUI Inc.

Flake joined All Risks in Dallas as a broker. She has experience in financial services, as well as property and casualty insurance. Previously working with MacLean Oddy and Colemont/AmWINS, Flake can lend brokerage expertise for a variety of industry sectors.

She is active with the Federation of Insurance Women of Texas, as well as multiple mentoring programs.

The National Alliance presented five scholarships to Federation of Insurance Women of Texas Incorporated (FIWT) members at the organization’s 70th Annual Convention, held in Waco, Texas.

The CIC and CISR scholarships were awarded at a special recognition ceremony at the convention on Oct. 18. Each scholarship grants full tuition to one program conducted by The National Alliance for Insurance Education & Research.

Scholarship recipients are:

CIC Update Scholarship: Rebecca Schreiber, Borden Insurance, Corpus Christi.

CIC Scholarship: Rhonda Whoolery, Risk Placement Services Inc., Austin.

CISR Update Scholarship: Eloise Padron, Shepard Walton King Insurance Group, Harlingen.

CISR Scholarships: Karen Brady, Barnard Insurance Agency LLP, Wichita Falls; and Maria Longoria, Borden Insurance, Corpus Christi.

The Texas Department of Insurance (TDI) announced Amy Allen as a fraud prosecutor who will work exclusively with criminal prosecutors in the Dallas County District Attorney’s Office to combat insurance fraud.

Allen worked previously as an assistant city attorney and community prosecutor for the City of Dallas. She has litigation experience in Dallas, Tarrant and Harris counties and worked in Washington, D.C., for an international prison ministry.

Allen is a Special Assistant United States Attorney for the Northern District of Texas as part of the national Project Safe Neighborhood program.

Allen graduated from the University of Houston – Bates School of Law in 1991 with a Juris Doctorate and earned a bachelor’s degree from Louisiana State University.

TDI has partnered with local law enforcement in Dallas County since 2005. Following the successful partnership with Dallas County, TDI added prosecutors in Harris and Bexar counties. TDI’s Fraud Unit Special Prosecution team includes Jesse McClure (Harris County) and Nicole Thornbro (Bexar County).

Cindy Jordan, of Barnard Insurance Group in Wichita Falls, Texas, won the FIWT Leadership Award sponsored by Litchfield Special Risks Inc., the company announced.

This is the second year the award has been presented to a member of the Federation of Insurance Women of Texas (FIWT).

Jordan has been a member of FIWT and North Texas Insurance Professionals for 24 years. She has served as regional director, publicity chair, long range planning chair, and corresponding secretary for the FIWT, and has served as president and chaired many local committees.

Jordan is also secretary for the Independent Insurance Agents of Wichita Falls a position she has held for 16 years. She achieved her personal lines ACSR designation in 1998.

The FIWT Leadership award was created to honor and recognize a member of FIWT for their outstanding leadership abilities.

Candidates must be an FIWT member in good standing, nominated by their employer, co-worker or any FIWT member, they cannot nominate themselves.

Nominees are judged based on their leadership contributions to their local association, FIWT and the insurance industry.
