The board of directors of IWIF Workers’ Compensation Insurance has appointed of Thomas Phelan, CPA, to the position of president and chief executive officer. Phelan previously served as IWIF’s executive vice president and chief financial officer.
IWIF is the largest provider of workers’ compensation insurance in Maryland, serving more than one out of four employers in the state, and records assets and reserves of $1.5 billion. Created by the state and headquartered in Towson, IWIF is a self-supporting insurance company that operates from its premium and investment income. A nine-member board appointed by the governor supervises IWIF’s operations.
Phelan has been employed at IWIF since 1990 and has held the titles of director, internal audits and actuarial analysis; vice president of finance, and EVP and CFO, a title he has held since 2002. Prior to IWIF, he worked for the state in the Office of Legislative Audits.
Phelan serves as chair of the finance committee of the American Association of State Compensation Insurance Funds and on the boards of the Maryland Workers Compensation Educational Association and the Maryland Self-Insureds’ and Employers’ Compensation Association.
