The problem is that these industries are very hard to check in on after the regulations are put in place. These industries are already heavily regulated, and rightfully so. There needs to be more action or more severe consequences for companies that have higher than national average out of service rates. In my opinion there should also be higher mandatory limits for these companies – I believe the taxi and limo minimum auto liability is $1,500,000, which seems somehow insufficient when these companies are normally transporting dozens of people at once (while their customers will rarely wear a seatbelt).
