Pennsylvania Gov. Shapiro Wants Humphreys to Remain as Insurance Commissioner

Newly sworn-in Pennsylvania Gov. Josh Shapiro is assembling his team and has selected Mike Humphreys to be the state’s insurance commissioner.

Humphreys is no stranger to the Pennsylvania Insurance Department or community. He is currently serving as acting insurance commissioner, having been appointed to that position by Gov. Tom Wolf last February when Jessica Altman resigned the position to become chief executive officer of Covered California, that state’s health insurance marketplace.

Humphreys has served in senior positions in the insurance regulatory agency. Prior to being appointed as acting commissioner, Humphreys had served as chief of staff for the insurance department since September 2019.

Before joining the Pennsylvania Insurance Department, Humphreys served as assistant commissioner at the Tennessee Department of Commerce and Insurance. He also previously worked for the National Council of Insurance Legislators (NCOIL) as director of State-Federal Relations from 2007 until 2012.

“I’m looking forward to continuing our work at Pennsylvania Insurance Department, and I’m honored Governor-Elect Shapiro has entrusted me with this role in his cabinet,” said Humphreys in a statement on the announcement. Shapiro was sworn in as governor on Tuesday.

In one of his first official acts, Shapiro signed an executive order effective immediately requiring all state agencies to prioritize work experience and skills in hiring over educational degrees. According to the order, 92% of all state jobs — or about 65,000— do not require a four-year degree. “Consistent with this Administration’s commitment to emphasizing skills and experience, job postings will begin with equivalent experience needed in lieu of a college degree whenever possible,” the order states.
