Its a pity that all the prevailing evidence and reports refute this assertion. ReCAAP Feb 2013 report states an improvement in most locations. The last hijack occurred in Dec 2012, hardly evidence of increase in hijack to order. The last six months has seen 4 hijacks, all in 2012.
There are NO foreign owned ships being hijacked on commission in an “intel-driven” way. Localised theft from boats is almost a “cost of doing business” in the region.
Obviously, the reduction in Horn of Africa piracy requires scaremongering in other areas to generate business. Desparation springs to mind.
