It makes sense to me . . . Fall is when you start to lose the light. Dusk and dawn are the most dangerous times of day to be driving because your eyes are having to adjust to constantly changing levels of light. Fall is also the time when you have to start changing your driving habits from summer mode (zooming around) to winter mode (cautious) and road conditions become more unpredictable. November and December also have holiday traffic combined with holiday drinking and crappy weather (wet, slippery, slushy – at least where I live).
