    the Wall Street Journal had a great article on this yesterday. The Supt of Insurance can use his veto power to extract concesssions from the parties, and then use these concessions as political fuel for an upcoming political campaign. Garamendi wants to be the next governator of California, so these concessions will be shown to the populace that he is able to stand up to the big insurance companies. NY will be doing tis next.
