Seems to me that enforcement should include the ability to not only shut down a violator but also to confiscate their buses. One doesn’t need to read calligraphy or Spanish to understand what’s happening when their bus gets towed to an impound lot.
But seriously. $30 x 50 capacity NY-Boston? $1,500 is supposed to cover fuel and all the other overhead expenses? Of course the operators are beyond their capacity to serve safely. And I’m sure little if anything gets spent on even the most minimal liability coverage.
And while rating restaurants from A to D does seem to keep people gravitating towards the cleaner establishments, Schumer’s idea of rating buses only works when Ma and Pa Kettle give a darn to spend the extra on a REAL operator. Curbside buses serve a really cheap niche that may have a cultural affinity for being overcrowded in tight spaces with a fair amount of assumed risk.

D) displaced passengers get a free train ticket back to the origin of their trip. The DC-NY-Boston corridor has lots of train service.
