If only every case was handled this way. In Calif, it seems that the thieves are given a pat on the back and told not to do it again, but no actual penalty. Why would they ever want to go down the right path?

Actual jail time !!!!!!!! And repay every dime. The insured should consider legal action. How? Why? Even a false claim will effect the experience mod. Increased premium due to fraud. No different than stealing.
