Motivation? It’s simple; just follow the money. 90% of it should go to the victims. The attorneys are not interested foremost in the victims. Their motivation is getting some 25% to 33% of the $23mil claimed. The actual victims are merely tools for the plaintiff attorneys to exploit for immense profit.
Allow the plaintiff attorneys no more than 10% of the award for pressing the case, as it is ultimately against innocent taxpayers who had no say in choosing how the Dept of Human Services would screen foster homes. Why should all the Oregon taxpayers be punished for the mis-deeds of a few?
And if these attorneys were REALLY concerned about their clients, they’d take a base fee so most of the potential award actually goes to the victims.

I would hope there would be investigation and jail time for the people who did this. I would hate to think they would be allowed to foster again…
