I agree with Bob Great idea, in my community alone, which is preaching water conservation in our LA county community we have built in the last 36 months at least 5,000 new units at least 2 bedrooms, so count the bathrooms, kitchens etc. This is ridiculous
it is all about builders and the city tax revenue.

a moratorium on any new hook ups/connections would be a smart start to addressing the problem.
