PG&E potentially started only small fires. The WIND is the culpable party in this matter. Wind is an act of God which overwhelmed PG&E and CALFIRE. Barring the wind as an act of God, trees would not have fallen, most fires would not have started and those fires that did would have been immediately extinguished. Insurance companies are liable for their contracted coverage. Insurance companies must stop defrauding Californians and pay all claims.
