Insurance Matters Topped Disputes Handled by Oregon Consumer Advocates

August 20, 2025

Consumer advocates in the Oregon Division of Financial Regulation report recovering $1.2 for residents, bringing the year-to-date total to more than $3.7 million.

In the second quarter, consumer advocates reported getting 1,367 complaints, with insurance complaints leading the way with 831 in the quarter. Mortgage service and credit union complaints were the next highest in the areas DFR regulates with 53.

Examples of consumer complaints that were resolved by DFR advocates in the quarter include:

  • A consumer who experienced a fire loss in 2024 filed a complaint. After a discussion, the insurer contacted the contractor to resolve outstanding items, which resulted in an additional $75,224.29 issued for the repair and rebuild of the home.
  • A complaint was filed to address claim difficulties after a water loss due to the 2024 ice storm. The homeowner was displaced and had to use additional living expenses coverage. Initial claim delays evolved into disputed cost differences between repair estimates. After several months of discussion with the insurer, a final settlement was reached, resulting in a payout of $488,298.
  • A borrower who the DFR student loan ombuds helped in 2024 reached out to say she had $34,000 in private debt canceled as a result of filing a complaint with DFR. The servicer offered her a predatory school discharge application that she was not aware existed to resolve her complaint.
