California Insurance Commissioner’s Conservation & Liquidation Office Issues RFP Seeking Independent Consultant for Rehabilitation Plan for Conserved Insurer

The California Insurance Commissioner’s Conservation and Liquidation Office (CLO), as Conservator of California Insurance Company (CIC), is seeking an Independent Consultant to assist the Conservator in performing Section 2.6 and Schedule 2.6 of the Rehabilitation Plan for CIC, a workers’ compensation insurer conserved following its attempted unlawful merger into a New Mexico company.

Schedule 2.6 authorizes the Conservator to extend settlement offers to certain CIC policyholder claimants making claims against CIC, a California-domiciled workers’ compensation insurer.

The Independent Consultant’s responsibilities will include preparation of templates according to Schedule 2.6 instructions, prescribing how settlement refund amounts will be calculated. Thereafter the Independent Consultant will take comments on the templates, finalize the templates, and submit a written settlement offer tailored to each claimant to the Conservator for him to tender to each policyholder claimant.

The Conservator seeks an expert in actuarial science and financial management of a workers’ compensation retrospective rating program, who also is associated with, or can demonstrate the availability of, a claims handling expert with expertise in adjusting workers’ compensation claims in California, as well as a qualified reserve expert.
