Iowa, North Dakota and South Dakota have the least expensive auto insurance premiums in the United States. Iowa has the lowest average rate — $631 — and North Dakota comes in second at $650, according to data from the “Auto Insurance Database Report 2008/2009,” released by the National Association of Insurance Commissioners.
South Dakota is the third least expensive state ($651). Louisiana ($1,270), the District of Columbia ($1,265) and New Jersey ($1,218) have the most expensive auto insurance.
