CDI Criminal Investigations Branch’s Fraud Division investigators arrested Connie Monteer of Shasta Lake on three felony counts of insurance fraud, attempted grand theft and perjury. Monteer, 52, was booked into the Shasta County Jail. Bail was set at $25,000. The Shasta County District Attorney’s Office is prosecuting the case.
According to investigators, in July 1998, Monteer was involved in a traffic accident in Humboldt County. Monteer alleged that as a result of the accident she was confined to a wheelchair and was unable to walk without assistance. Monteer also stated she suffered severe headaches and back pain due to the accident. Monteer retained an attorney to represent her in a personal injury claim and sought a $150,000 settlement.
At a March 2000 deposition, Monteer stated she was unable to go outside her home without a wheelchair and could not walk without assistance. However, a video five days before the deposition showed her walking and moving without a wheelchair. She also stated that prior to the accident she experienced very few headaches. However, medical records showed she complained to her medical doctor of constant severe headaches. Monteer also denied having any prior back pain or ever complaining to any health care provider about back pain before the accident, yet records show she complained of low back pain in 1991.
