BROKER SEEKS APOLOGY FROM AG:

An insurance broker says Connecticut Attorney General Richard Blumenthal owes him an apology for singling him out in an investigation into commission fees paid by Cigna Corp. Carl S. Feen, a New Haven broker, said he wants an apology from both Blumenthal and state Comptroller Nancy Wyman. “I’m angry for the embarrassment and humiliation and the outrageous accusations from Nancy Wyman and Dick Blumenthal,” Feen said.

In December, the state announced that Cigna had agreed to pay more than $870,000 following an investigation that it gave and concealed improper insurance commissions to Feen. Blumenthal said Cigna, which provides dental insurance to state employees and retirees, had been paying Feen a commission since 1990. The fees were built into insurance premiums paid by the state, he said. But Feen said he had no idea Cigna was charging the state the cost of the fees. Blumenthal and Wyman said they haven’t completed their investigation and are standing by their claims. “I still stand by the fact that we’ve not seen any documentation that Mr. Feen did any work on this (dental health) plan,” Wyman said.
