Dallas-based Summit Global Partners Inc. has made appointments to its California office. Michael Oster has joined the group as executive vice president and Frank Ross was appointed vice president. Oster and Ross specialize in technology and life sciences. Russell Queen was named senior vice president. Queen specializes in property development, management and investment.
