New York Superintendent of Insurance Howard Mills has appointed Michael J. Tobin as the New York State Insurance Department’s deputy general counsel.
He assumes his new post immediately and will report to Susan Donnellan, the deputy superintendent and general counsel. Tobin had been the department’s legislative counsel since December 2001.
As legislative counsel, Tobin supervised the insurance department’s legislative office in Albany and drafted all departmental legislative initiatives. He provided policy analysis to the Governor’s office on pending insurance-related bills while also working with legislative staff and industry representatives to provide technical expertise on these bills. In addition, Tobin assisted in developing, coordinating and implementing insurance department policy.
Prior to joining the insurance department, Tobin served for three years as associate counsel in the New York State Assembly minority leader’s office. He was primarily responsible in that position for briefing state legislators on legal issues related to workers’ compensation insurance, public pension funds and labor matters.
