Carey Assumes Post as Maine Insurance Regulator

Robert L. Carey was sworn in as Maine superintendent of insurance on February 28 after being confirmed by the state Senate.

Carey brings more than two decades of experience advising state regulators and lawmakers on insurance policy, markets, and regulation. Before establishing his consulting practice in 2008, Carey served as the first director of planning and development for the Massachusetts Health Connector and as director of policy and program management for the group insurance commission.

Carey has advised Maine and other states on their insurance markets and health insurance marketplaces. He has also worked with the Massachusetts Division of Insurance, conducting commercial rate reviews for the individual and small group markets. He has conducted market exams, supported a special commission on dental insurance, and advised a special legislative commission.

His private sector experience includes providing strategic advice to large physician practices and a start-up health insurance provider.

Carey succeeds Timothy Schott, a deputy superintendent since 2009 who has been serving as acting superintendent since the departure in April 2022 of Eric Cioppa. Cioppa served as superintendent for 11 years and was with the bureau for 33 years.

Governor Janet Mills nominated Carey for the position on February 8.

In one of his first decisions, Carey approved a 19% decrease in workers’ compensation loss costs.

Carey is a 1986 graduate of the University of Maine at Fort Kent and holds a Master of Science in Public Management and Policy from Carnegie Mellon University.
