While the Camp David summit is getting underway, joint talks between Israeli and Palestinian officials on reducing conflict in the compensation of traffic accident victims came to a successful conclusion in the Gaza Strip.
Sponsored by the U.S. Institute of Peace, a Congressionally chartered organization, David Snyder, assistant general counsel of the American Insurance Association, was one of two outside experts invited to participate. Legal experts and government officials on both sides have identified auto accident resolution as a major source of potential day-to-day conflict unless some key issues are resolved.
At the talks, Snyder supported the retention of a no-fault system, but with more predictable limits of exposure for insurers, citing U.S. experience. He also urged mutual recognition of companies and insurance originating in the other area, more pro-competitive regulation including rating freedom and better enforcement of compulsory insurance, highway safety and anti-theft and fraud laws.
He urged the two sides to focus on attracting private insurance so that the issues are handled more as private, than governmental matters. Specific agreements were reached on fact-finding, better sharing of judicial precedents, more equitable treatment, law enforcement and the need for a high level committee to meet periodically to work expeditiously on these and other related issues. The participants were very appreciative of the outside input and were very committed to improving cooperation and reducing conflict.
