The Texas State Office of Risk Management Board of Directors announced Sara Hays as the newly appointed Executive Director.
Hays joins the Office after many years of state service, including Chief of Staff for two state representatives and Budget and Policy Advisor for Governor Gregg Abbott. Most recently, she was the Deputy Director of Operations with the Office of Injured Employee Counsel.
“Sara Hays brings legislative policy development expertise that is critical in leading a diverse organization,” said Gerald Ladner, Chairman SORM Board of Directors. “The Board of Directors enthusiastically endorses her role and looks forward to setting a vision for the future. Together, we will fulfill the noble mission of protecting the state’s physical and financial assets and tend to the needs of our most asset – the employees of the state of Texas.”

“As Executive Director, my vision is to strengthen SORM’s position as a trusted strategic partner to state agencies—driving excellence in risk analysis, claims management, and loss prevention,” said Hays.
Hays will assume this role beginning November 17, 2025.
