AAI Urges S.C. Panel Considering Building Codes to Include Insurer Voice

A state panel that will be considering changes to the South Carolina building code needs to balance the concerns of all stakeholders to create sound public policy decisions, according to the Alliance of American Insurers.

The panel will be discussing changes to the state’s building code statute throughout the summer, which could result in proposed legislative recommendations.

“It is crucial that the South Carolina State Building Code Council’s decisions reflect the full range of considerations impacting the public welfare,” Keith Lessner, vice president of safety and environment for the AAI said. “Concerns about economics, public safety and health, administrative efficiencies and construction efficiencies must be weighed along with technical concerns if the public welfare is to be maximized and if the Council’s decisions are to stand politically over time. To achieve this balance, the Council should represent the full range of parties affected by building codes. Therefore, I propose that a representative of the insurance industry be added to the Council.

“The addition of an insurer representative would broaden the range of technical expertise available to the Council and further validate the group’s decisions. As the role of insurance in promoting both safety and construction is more closely considered, it is important that an insurance voice be added to the Council’s deliberations.”
