Zinke , republican department of interior head has , taken the teeth out of the Migratory Bird Act with new “interpretation” and is trying dismantle the Endanged Species Act two Acts which allow damages for these spills, open oil pits and other bad practices. So unlikely and Federal charges…..just the republican cost of doing business.
