The business law section of the California State Bar named Armand Feliciano as chair of the California State Bar Insurance Committee for 2013-2014.

Feliciano is vice president of state affairs for the Association of California Insurance Companies and advocates on property/casualty legislative and regulatory issues before the state legislature and other state agencies.

State Bar Insurance Committee members include lawyers who specialize in insurance issues. The committee reviews appellate cases, provides expertise on policy issues, drafts legislation and comments on regulatory matters.

ACIC is part of the Property Casualty Insurers Association of America.

Portland, Ore.-based RiskPoint Insurance Advisors LLC named Blake Schellenberg managing principal, making him one of four managing principals for the firm.

Schellenberg has experience in insurance and other industries, as well as experience developing programs for multi-state organizations.

Prior to RiskPoint, Schellenberg was managing director at LaPorte and Associates.

RiskPoint provides insurance and risk management programs for businesses, associations and individuals, serving clients across the country.

Lockton’s Denver operation named Shellie Weber vice president of human resources.

Weber will focus on organizational and people strategies and solutions.

She has worked with healthcare, high tech, consulting, manufacturing, e-Commerce, financial services and not-for-profit sectors.

Most recently, Weber was an associate vice president with TriZetto Corp.

Kansas City, Mo.-based Lockton provides 35,000 clients with risk management, insurance and employee benefits consulting services.

The McDonald-Leavitt Insurance Agency in Santa Rosa, Calif., named Brandon Stout vice president in its national restaurant insurance program.

Stout specializes in helping clients with high workers’ compensation risks and a need to implement a safety program. He focuses on commercial insurance and workers’ comp for restaurants, contractors, auto repair shops and non-profit organizations.

McDonald-Leavitt is part of the Leavitt Group.

SullivanCurtisMonroe Insurance Services LLC named John Paganas a vice president in its Irvine, Calif., office.

Prior to joining SCM, Paganas was a business development associate at National Insurance Brokerage of New York and a project manager at Turner Construction.

SCM is a full-service insurance agency focused on middle-market companies, offering commercial property/casualty, employee benefits and personal lines coverage. SCM has nearly 200 employees with offices in Irvine, Los Angeles and Corona.

Heffernan Insurance Brokers named Zach Catanese assistant vice president in its Orange County, Calif., office.

Catanese will focus on new business development for all commercial lines.

He has a background as a marketing representative for a national insurance carrier and specializes in commercial insurance and workers’ compensation.

Walnut Creek, Calif.-based Heffernan has offices in San Francisco, Petaluma, Menlo Park, Los Angeles and Orange County, as well as in Portland, Ore., St. Louis, Mo., and New York, N.Y.
