A New Jersey grand jury has indicted a Maryland insurance broker, his companies and an accomplice on charges they conspired to steal $2.5 million from the Perth Amboy school system, the state’s attorney general said.
Insurance broker Francis X. Gartland, his companies — Gartland and Co. and E-Administrative Systems — and a second broker, Brian Foley, of Summit, N.J., were indicted for their role in the scheme. They face charges of conspiracy, money laundering, theft, making false representations for a government contract, falsifying or tampering with records and forgery. Gartland is also charged with misconduct by a corporate official.
It’s the second indictment in as many months for Gartland. He was indicted in June, along with his son-in-law, a business partner from Maryland, and their companies, with stealing $216,495 from the City of Perth Amboy by collecting payments for a non-existent “wellness program” for city employees. He has pleaded not guilty to those charges.
“These insurance brokers systematically stole more than $2.5 million from the Perth Amboy School District through a fraudulent scheme in which the district was billed for services for employees that were never provided or authorized,” said Attorney General Paula Dow. “Those are dollars stolen from taxpayers and from the school children of the City of Perth Amboy.”
