Oklahoma Selects New Vendor for Auto Insurance Verification System

Oklahoma Insurance Commissioner John Doak is notifying auto insurers operating in the state that a new contract has been awarded for the operation of the insurance department’s Oklahoma Compulsory Insurance Verification System (OCIVS).

The Oklahoma Office of Management & Enterprise Services (OMES) awarded the contract to MV Solutions Inc. (MVS). The new system will be hosted by MVS under the authority of Oklahoma Insurance Department.

During the 2017 legislative session, the Oklahoma Legislature passed, and the governor signed into law, Senate Bill 115. The measure transfers OCIVS from the Department of Public Safety (DPS) to OID, Doak said in OID’s announcement.

The new contract is the first step toward creating a system that will be relied upon by law enforcement officers, court clerks, district attorneys, and tag agents.

According to Doak, OCIVS has become unreliable because insurers are given the choice of two options: either (1) upload policy data on a weekly or even monthly basis or (2) upload data and also create a web service that allows OCIVS to tap into the insurer’s real time book of business data.

Option 1 creates a lag between policy inception and the moment the information is queried by OCIVS users. A minority of the private passenger auto market in Oklahoma utilizes option 1, which is an outdated method the State of Oklahoma is moving away from under this new system.

As this new system is implemented, OID will require all private passenger auto insurance writers to participate in the OCIVS by using a web service.

Doak said he’s informing insurers now “so there won’t be any surprises later.”

MVS will contact insurers to begin the process of implementing the new system. Doak request that insurers provide the OID with a point of contact name, email address, and telephone number for this project. The contact information should be emailed to Deputy Commissioner Buddy Combs (Buddy.Combs@oid.ok.gov).
