The Kentucky Department of Insurance has posted new rules on the Strengthen Kentucky Homes wind-mitigation grant program, in keeping with statutes approved in 2024.
The regulations spell out eligibility requirements for homeowners, grant procedures, reinspection procedures, and eligibility requirements for contractors and evaluators. Roof contractors, for example, must carry a $1 million general liability insurance policy, have proper workers’ compensation coverage on employees, and must be certified in the Insurance Institute for Business and Home Safety’s FORTIFIED roof standards, among other requirements.
The rules note that the insurance commissioner shall allocate funding in equal measure to 15 regions in Kentucky.
The Department will hold a public hearing on the regulations on Sept. 22 at 9 a.m. in Frankfort. People wishing to speak should notify the department five days in advance. Written comments will be accepted through Sept. 30, the department said in a bulletin.
The proposed rules can be seen on the DOI website. Contractor rules are here. Grant procedures and home eligibility rules are here.
The mitigation grant program is one of the latest approved by U.S. states to retrofit properties to help reduce claims and losses as storms increase in strength and frequency and as insurance premiums have risen in recent years.
